Yes, the same science that developed atomic energy and nuclear medicine... Science is impartial, it's people who use it to help or harm themselves or others.

And, with the exception of one possible instance I can think of, when was the last time you saw a single, private citizen and civilian in sole control of an atomic energy plant? And since you drew the comparison, allow me to take it one step further and suggest that gun control should be enforced on par with the international governance of atomic energy and nuclear materials. Which is why they've developed and enforce laws and rules surrounding the application and use of certain scientific goods and services.
