Feel free to start a web site educating the masses on how to get by on chicken scratchings. Make the information free and just make money from ads. Look at that! You can make money by teaching people how to bootstrap!

Seriously........ in your humble opinion, what percentage of people on average would you consider to be 1. trainable and more importantly 2. willing to do the more responsible thing the majority of the time?
In the US, I'd guess it's less than 50% currently

Again, I'm in agreement with your idea there.......even if you're half joking. Youtube and other online sources can provide the majority of needed education, imo. I also wish youtube would quit with the video ads and just leave up banners and static photo ads on the perimeter rather than force us to sit thru lame ads. Lame and annoying ads actually make me wanna never do business with most companies.
