The House select committee investigating the deadly Capitol riot poured cold water on a right-wing conspiracy suggesting the FBI bears responsibility for inciting the Jan. 6 invasion.

“The select committee is aware of unsupported claims that Ray Epps was an FBI informant based on the fact that he was on the FBI wanted list and then was removed from that list without being charged,” a committee spokesperson said.

Ray Epps, a Marine veteran and business owner from Arizona, traveled to Washington D.C. to show his support for former President Donald Trump on January 6, 2021.

And although he's not among the hundreds of Capitol rioters who were arrested and charged, the events that followed ruined his life, he said.

Epps, 61, became the center of a conspiracy theory, pushed by the former president himself, that would cause him to sell his business and his home and go into hiding, according to an interview he gave to The New York Times that was published Wednesday.

"And for what — lies?" Epps told The Times. "All of this, it's just been hell."

The baseless theory stemmed from attempts by some on the right to blame the Capitol riot on federal agents, who they claimed wanted a reason to provoke a crackdown on conservatives.

A video of Epps taken on January 5 showed him telling other Trump supporters they needed to go into the Capitol the following day. Epps was never arrested, prompting right-wing internet sleuths to accuse him of being an undercover FBI agent or informant trying to stir up violence — despite videos that show Epps urging others to be peaceful and trying to deescalate confrontations between police and the rioters on January 6.

The theory was eventually picked up by right-wing media and Republican politicians, including Rep. Thomas Massie and Sens. Ted Cruz and Tom Cotton, among others. Trump himself mentioned Epps's name at a rally in January, suggesting he may have been working for the feds.

Epps told The Times he and his wife began receiving death threats via email and had people trespassing on their property starting in October, when right-wing site Revolver News first published a story about it. The attacks intensified after Fox News host Tucker Carlson and lawmakers promoted the claims.

Epps eventually found shell casings on his property and received a letter, potentially a hoax, saying Mexican cartel members were planning to kill him. He ended up selling his business and home, losing hundreds of thousands of dollars, and moving into a mobile home somewhere in the Rocky Mountains. He agreed to The Times interview as long as his current location was not disclosed.

"I am at the center of this thing, and it's the biggest farce that's ever been," he said. "It's just not right. The American people are being led down a path. I think it should be criminal."

The FBI has not publicly commented on allegations that Epps was working with them or why he was not charged.

She was 17 on the night that upended her life, the night she alleges several San Diego State University football players took turns raping her at a Halloween party just blocks from campus.

The bruises healed, but the trauma didn’t.

She stopped going to high school and finished her senior year online. She saw a therapist and started a journal detailing her experience.

Now 18, the young woman at the center of a sexual assault scandal at the university spoke publicly for the first time this week, recalling details of what happened at the Oct. 16, 2021, party as well as her frustrations with the ongoing police inquiry and the lack of action by the university.

In response to a Times investigation detailing the alleged rape, university officials last month defended their decision not to launch their own investigation, saying they did so at the request of the San Diego Police Department. They also said that the woman had never reported what happened to the university and that police never confirmed her identity.

But the woman's father, who spoke with The Times on Friday on the condition of anonymity to protect his daughter's privacy, said he met with a university police officer on Oct. 19, three days after the party. He said he provided the campus police lieutenant with his daughter’s name, his phone number and a detailed description of the alleged rape involving football players. The lieutenant, he said, later informed him the case would be handled by the San Diego Police Department.

The father said it was “absolutely ridiculous” that the university held off on launching its own investigations or issuing a statement until The Times first reported details of the alleged assault last month.

“To keep it silent for now over nine months — the same people that are alleged to have done this have been allowed to roam free, graduate, continue to play in their sports,” he said. “It drives me bonkers.”

His daughter said she was disappointed with how the university responded. The Times generally does not identify alleged victims of sex crimes.

“Something like this sticks with you forever," the woman said. "And all I can really do now is just hope that I can get some sort of justice somehow and feel like people are facing consequences for their actions because I feel like I've been facing the consequences for their actions.”

Her concerns were echoed by student athletes who reported the alleged rape to officials through a campus-run anonymous messaging system, saying they were worried that the university had not taken action against the football players, according to internal records reviewed by The Times. One athlete questioned whether officials were “trying to sweep it under the rug because our football team is doing so well.”

One of the players at the center of the allegations has graduated. The university can no longer compel him to comply with a Title IX investigation since he is not a student. Title IX is the federal law that prohibits discrimination on the basis of sex at federally funded educational institutions.

San Diego State issued a statement this week confirming that a relative of the woman had visited campus police on Oct. 19 and notified them that a report had been filed with the San Diego Police Department. The statement said the university launched its own investigation after police told them last week that doing so would not jeopardize their criminal inquiry.

A San Diego State spokeswoman said Friday that university President Adela de la Torre was not available for comment. In a statement, San Diego State said the school asked police to provide information on its complaint and Title IX procedures to the woman and that the university "has been and remains eager to connect directly with the victim." The statement did not explain why the father was not provided this information when he met with campus police.

“While complying with the SDPD investigation, the university was active in sustaining and increasing educational activities and training, including mandatory training,” the university said in its statement. Training has included topics including consent, sexual misconduct and sexual violence.

The woman, who first spoke publicly this week to CBS8 in San Diego, said a detective on her case was responsive during the first few months and that police monitored pretext calls between her and the students she accused of sexual assault. But since then, she said she has received few updates.

In a June letter to De la Torre, Assistant Chief of Police Paul Connelly said police had conducted interviews, executed search warrants and were evaluating more than 2 terabytes of data. San Diego police did not respond Friday to requests from The Times inquiring whether a criminal investigation was still ongoing and what changed in the case to allow university officials to pursue their review. A spokeswoman for the San Diego County district attorney’s office said police had not forwarded the case for possible prosecution.

The young woman's experience has continued to haunt her.

She arrived at the Halloween party dressed as a fairy. She had already been drinking with her friends, she said, when she met a San Diego State football player at the house just blocks from campus. The player gave her a drink and eventually led her inside the house to a bedroom where she said several of his teammates took turns sexually assaulting her, slamming her down on a bed and ripping out her piercings.

Covered in blood, she found her friends outside after what she believed to be more than an hour.

“I was just raped,” she told them.

The next day, with bruises across her neck and down her legs, she filed a report with San Diego police and underwent a rape exam at Rady Children’s Hospital. The arduous process lasted through the night as her body was swabbed and she was tested for pregnancy and sexually transmitted diseases.

Photos provided to The Times by her attorney, Dan Gilleon, show dark bruises across her neck, and on her knee and calf. One photo shows blood on part of her costume. Gilleon said he is preparing a lawsuit that would include names of known suspects.

The situation at San Diego State comes as the California State University system continues to grapple with its Title IX complaints process. The state Legislature recently authorized a state audit of campuses' handling of such issues, and ongoing investigations by The Times have revealed discrepancies in how the nation's biggest four-year public university system handles such cases among top executives, professors and students.

Though the woman’s father said he was reassured by San Diego and campus police that the accused men’s stature as college football players would not affect any investigation, he believes that their status is the reason so little has been done.

He said his daughter wants “to make sure that it doesn't happen to somebody else. That those guys don't go on to sign NFL contracts and make a lot of money, get a free pass, have it happen to somebody else. Because they got away with it once, they can get away with it twice.”

In September 2015, Baylor's Board of Regents initiated an external review of the university's response to reports of sexual violence to be conducted by the Pepper Hamilton law firm. Baylor had been accused of failing to respond to reports of rape and sexual assault filed by at least six female students from 2009 to 2016. Former football player Tevin Elliot was convicted of rape. Elliot is currently serving a 20-year sentence after his conviction in January 2014. Another student, Sam Ukwuachu, was convicted but has since had that conviction overturned and was retried, only to see it reinstated by the Texas Court of Appeals in 2018.Pepper Hamilton reported their findings to the regents on May 13, and on May 26, the regents announced Starr's removal as university president, effective May 31.

The May 26, 2016, announcement of personnel changes by the Board of Regents said Starr was to have continued as Chancellor and also as a faculty member at Baylor Law School. Starr, however, announced his resignation as Chancellor on June 1, effective immediately. He told an interviewer that he took that action "as a matter of conscience." He said he "willingly accepted responsibility" and "The captain goes down with the ship."[2] He resigned his position as the Louise L. Morrison Chair of Constitutional Law in Baylor Law School on August 19, 2016

Russia "exercised direction or control" over the California secession movement, per a federal indictment.
A Russian national with ties to the FSB is accused of providing funds and advise to the group.
The group's founder has not been charged with a crime and denies wrongdoing.

At a 2018 rally in Sacramento, hundreds of Californians called for a national divorce, citing "irreparable and irreconcilable differences."

"Ultimately, the best people to govern California are us Californians," Louis Marinelli, founder of the secessionist group Yes California, told The Script newspaper.

Marinelli, a right-wing activist who previously campaigned against LGBTQ rights, framed California nationhood in terms of competing values — and, at the time, said he'd had a change of heart on issues such as gay rights (his Twitter timeline, today, has reverted to largely conservative causes). In a country led by former President Donald Trump, this liberal bastion, he said, should not have to answer to reactionaries in Washington, DC.

It was a cause he cared so much about that he left his home in Yekaterinburg, some 1,000 miles outside Moscow, to fight for it.

"I enjoyed my life in Russia," Marinelli told The Sacramento Bee, "but something I care deeply about is California independence."

According to a federal indictment unveiled Friday, Russian intelligence officers also cared deeply about West Coast secession — as part of an effort to destabilize the United States.

The indictment focuses on Aleksandr Viktorovich Ionov, a resident of Moscow and head of the "Anti-Globalization Movement of Russia," Assistant Attorney General Matthew G. Olsen said in a statement. Prosecutors alleged he worked with at least three Russian officials on a "brazen influence campaign, turning US political groups and US citizens into instruments of the Russian government," Olsen wrote.

That effort involved hosting government-funded conferences in Russia, inviting secessionists from around the globe, as well as providing "financial support, consulting, instruction and promotion in Russia media outlets" to separatist movements in the US.

The indictment does not identify who in particular took part in this influence campaign. It states that at least one US citizen was aware that Ionov's group was tied to the Russian government. No American has been charged with a crime related to the case.

But the indictment did provide strong clues. It identified the leader of the secession movement as "UIC-6" — meaning an unindicted co-conspirator — "who resided in Russia and California," and described the organization they founded as "US Political Group 3," which was focused on California secession, according to the indictment.

This person, it stated, was in contact with Ionov regarding a 2018 rally "at the California Capitol building in Sacramento, California," and in their correspondence mentioned "the possibility of providing funding for the event."

According to prosecutors, Ionov reviewed designs for posters and encouraged the group's leader to embrace protest tactics that could lead to violence.

In an email, sent in Russian, Ionov urged the leader of the group "to physically enter the governor's office," which in 2018 was occupied by Democrat Jerry Brown.

He then wired the person $500 to pay for the posters, as he later confided in an FSB officer, per the indictment.

The group did not end up storming the governor's office, as Ionov later lamented. In a message to its leader, the Russian national complained that the event had not amounted to a "historic" rally "IN THE PARLIAMENT BUILDING." But he did request photos of the event that he passed on to an FSB officer, writing that the latter had requested "turmoil" and "there you go."

Marinelli, who now resides in Arkansas, has denied any wrongdoing and said he is no longer associated with the California secessionist movement.

Speaking to Insider, he noted that his name does not appear in the indictment.

"However, sure, if it's me they are referring to, then I would first point out that their own press release states at the bottom that these are all unproven allegations," Marinelli said. He denied that Ionov "exercised direction and control" over Yes California, asserting also that the group "didn't benefit from any tangible support."

"I also object to the allegation that Ionov provided funds for the event," he said, declining to address the specific charge that posters for the event were paid for by the Russian national. Russia "exercised direction or control" over the California secession movement, per a federal indictment.
A Russian national with ties to the FSB is accused of providing funds and advise to the group.
The group's founder has not been charged with a crime and denies wrongdoing.

At a 2018 rally in Sacramento, hundreds of Californians called for a national divorce, citing "irreparable and irreconcilable differences."

"Ultimately, the best people to govern California are us Californians," Louis Marinelli, founder of the secessionist group Yes California, told The Script newspaper.

Marinelli, a right-wing activist who previously campaigned against LGBTQ rights, framed California nationhood in terms of competing values — and, at the time, said he'd had a change of heart on issues such as gay rights (his Twitter timeline, today, has reverted to largely conservative causes). In a country led by former President Donald Trump, this liberal bastion, he said, should not have to answer to reactionaries in Washington, DC.

It was a cause he cared so much about that he left his home in Yekaterinburg, some 1,000 miles outside Moscow, to fight for it.

"I enjoyed my life in Russia," Marinelli told The Sacramento Bee, "but something I care deeply about is California independence."

According to a federal indictment unveiled Friday, Russian intelligence officers also cared deeply about West Coast secession — as part of an effort to destabilize the United States.

The indictment focuses on Aleksandr Viktorovich Ionov, a resident of Moscow and head of the "Anti-Globalization Movement of Russia," Assistant Attorney General Matthew G. Olsen said in a statement. Prosecutors alleged he worked with at least three Russian officials on a "brazen influence campaign, turning US political groups and US citizens into instruments of the Russian government," Olsen wrote.

That effort involved hosting government-funded conferences in Russia, inviting secessionists from around the globe, as well as providing "financial support, consulting, instruction and promotion in Russia media outlets" to separatist movements in the US.

The indictment does not identify who in particular took part in this influence campaign. It states that at least one US citizen was aware that Ionov's group was tied to the Russian government. No American has been charged with a crime related to the case.

But the indictment did provide strong clues. It identified the leader of the secession movement as "UIC-6" — meaning an unindicted co-conspirator — "who resided in Russia and California," and described the organization they founded as "US Political Group 3," which was focused on California secession, according to the indictment.

This person, it stated, was in contact with Ionov regarding a 2018 rally "at the California Capitol building in Sacramento, California," and in their correspondence mentioned "the possibility of providing funding for the event."

According to prosecutors, Ionov reviewed designs for posters and encouraged the group's leader to embrace protest tactics that could lead to violence.

In an email, sent in Russian, Ionov urged the leader of the group "to physically enter the governor's office," which in 2018 was occupied by Democrat Jerry Brown.

He then wired the person $500 to pay for the posters, as he later confided in an FSB officer, per the indictment.

The group did not end up storming the governor's office, as Ionov later lamented. In a message to its leader, the Russian national complained that the event had not amounted to a "historic" rally "IN THE PARLIAMENT BUILDING." But he did request photos of the event that he passed on to an FSB officer, writing that the latter had requested "turmoil" and "there you go."

Marinelli, who now resides in Arkansas, has denied any wrongdoing and said he is no longer associated with the California secessionist movement.

Speaking to Insider, he noted that his name does not appear in the indictment.

"However, sure, if it's me they are referring to, then I would first point out that their own press release states at the bottom that these are all unproven allegations," Marinelli said. He denied that Ionov "exercised direction and control" over Yes California, asserting also that the group "didn't benefit from any tangible support."

"I also object to the allegation that Ionov provided funds for the event," he said, declining to address the specific charge that posters for the event were paid for by the Russian national. He went on to say he did not try to enter the governor's office, per Ionov's suggestion — rather, he just had his picture taken with the bear statue that was outside of it.
