Tax dollars are blown, these IT companies don't even come close to fulfilling their promises.......and then there's usually a lawsuit/settlement.........and it's years and $Millions wasted.
Dude, I was hired as a telephone operator by the IT department for the county they were creating. A decade later they eliminated it because it was cheaper to contract to HP, etc. Except that's where you got Snowden, etc. He wasn't employee so of course he had no problem.leaking crap. So, yeah, I saw 30 odd years of stupid politicians who didn't know shit about computers buying stupid crap. The IT companies would do their shows & the stupid politicians would think they were getting all the bells & whistles when that was extra. Not to mention we were just another contract, no more important than any other contract .

So I decided I needed a couple more billy bookcases Out of stock. So I signed up. Got a text saying they were in, but not many so I was there when Ikea opened. Computer to find down so I looked. Saw a gal getting 4 somethings-yep. I got 3. Figure I need 4 or 5 but 3 will do.
If I need more in a month or 2, I will deal with the supply chain again.
Delivery.
Hahahahahahahahahahahahaha
I need to sign something. Printer problems the last 3 months. Had to print to a different spot & fetch.
So even retail doesn't do IT well.

I applied a year prior to getting hired. Got notified they were extending holding my application. After getting hired, I was told by one of the other operators the reason was the process got delayed a year because one of the Board of Supervisors got caught holding "prayer meetings" at the Operations Center with prostitutes provided by the company that won the bid originally so the process had to be re-done. I was hired to work the 3pm-11pm shift because the switchboard was going to be open 24 hours. That fell through within 3 months. Went to 9pm, then 6pm. I had started morning classes at the community College & had to drop out of all of them because the hours changed.

Our County Emergency Dispatch hired a newer company that came in with a lower bid........but ignored the problems they'd had a year or two earlier delivering a working system down in the Milwaukee area/Fire Dept? (IIRC) So they wasted well over a year trying to invent their own kind of programming as well as get people trained how to work it. It's insane. Part of the reason has to do with copyright laws, too apparently. You'd think the Govt would be able to borrow or just plain steal some tech if it is being used for the public good, right?
That's their excuse for taxes often enough.

That's not a bad idea.
I just remember when Microsoft got banged by the Govt for pushing it's product into so many areas. And that got computers to more people more widely and inexpensively than before.
Was someone else's software performing better than Microsoft at the time? for the same price or less?
This having to start from scratch for every single project is retarded and self-defeating

When they use that labor to sell products/services for pennies on the dollar, it does seem scammy
Though, my one cousin learned to sew while in prison........and now they're employed and paid pretty well for the skill they picked up while inside

They need to word it better. Its the lawyers behind the proposition. Word it so it indicates labor in prison must be paid at minimum wage. But the way it reads is just eliminate free labor which could be community service. I think it's good for that. That kid that killed his 2 buddies smashing into a tree after a high school graduation celebration was ordered to do x number of hours talking about underage drinking at schools. The father of one of the boys killed had bought a keg so the (underage) boys could drink there rather than at a party or some such. For some reason they decided to go buy-more beer? Munchies? Drifted off the road & smacked into a tree.
