Egomaniacs and racists (both parties).
They flocked to the cheap labor without the slightest understanding (or even a thought for) what they were getting themselves into. They had no concept of how the Chinese play the long game.
Americans were chasing the dollar.
The Chinese were chasing a completely different goal in which dollars would play a part.
It's the difference between tactics and strategy and it was a Chinese guy who wrote the book on both. And no matter how many politicians, or military and business leaders say that they've read "The Art of War," it's clear that they never understood it and we're all paying the price for it.
Maybe jolly olde England taught that lesson? It's cool to claim you've done away with slavery......just so long as you can offshore it? Out of sight, out of mind?
