Dems have only had a majority in the House, 3 times in the past 25 years and a majority in the Senate only 4 times.
There's also the fact that no one asked Congress to declare a war.
If the Republicans wanted war so badly why did neither Bush nor Trump ask for one?
Why didn't House Republicans just introduce it and put it up for a vote?
Don't blame one group for not doing what the other group didn't want either.
