I actually have to deal with this issue a lot as shopping (and even taking a taxi) has become a largely cashless affair and I haven't set up my phone to go cashless. When I hand actual cash to cashiers, many seem genuinely baffled. I've even had some instances where cashiers told me that cash was not accepted. I left my purchases on the counter and walked out.
One time, I was informed that cash wasn't accepted at a restaurant. Too bad they told me after I had already eaten. The police were called and told that I was trying to dine and dash. I was with a Chinese friend who could have easily paid with their phone, but I told her not to.
I explained to the police that as long as the banks were still handing out cash, that I expected businesses to accept it. The restaurant manager finally went off in search of change and the police officer told me that I should set up phone paying. I probably will... someday. It's my last refuge from being tracked.
Even in China, if you go carrying pictures of Chairman Mao (on your money) you ain't gonna make it with anyone anyhow....

Why not just jump to the next step and all get our chips implanted?
