Ummm, who gives a sh!t?
As far as I know, olympic athletes do everything they can to cut down on drag, special suits and even shaving off all body hair.
So if someone wants to rock the fro.........and slow themselves down, that should be their choice, no?
If they wanna wear an olde wool onesie swimsuit from the early 20th century, let them do that, too

I think it has to do with caps covering the hair but not sitting close to the contours of the head - like those knit caps that Rastas wear and tuck their dreads into - and not about going capless.
Since the caps are required simply for keeping hair out of filters (despite their drag-reduction qualities), dealing with the amount of drag it might cause is up to the swimmer.
