What it means is that we have rights but that we naturally give over some part of them to government.
I'll give you a simple example:
You have the natural right to live wherever you want but you have yielded that right to the government in return for the protection of your property.
How about this one:
You have the right to defend yourself and your property but you have yielded the right to make war.
Joe used some old school language and it's no wonder that people without an education in political science would be confused.
I hope that you are less confused now... but something tells me that you're still going to blather on like Clinton being confused by "is."

Nope, I'll just blather on about how spin is a great skill in debate........but it really doesn't do much to convince me that some people will lie and cover for their preferred agendas.
