NEW YORK (AP) — A 61-year-old Chinese American man was attacked by a man who kicked him repeatedly in the head in East Harlem, police said.
The man was collecting cans when he was attacked from behind, knocked to the ground and kicked in the head shortly after 8 p.m. Friday. He was taken to Harlem Hospital in critical but stable condition, police said.
Surveillance video released by the police appears to show the attacker stomping on the victim's head. Police have not specified a motive. The department's hate crimes task force is investigating the attack, the latest in a troubling rise in anti-Asian hate crimes in New York and around the country.
Mayor Bill de Blasio called the attack “outrageous” on Twitter. “Make no mistake, we will find the perpetrator and they will be prosecuted to the fullest extent of the law,” de Blasio said Saturday.
The attack recalled last month's assault near Times Square in which a woman who immigrated from the Philippines was knocked to the ground and stomped on by an attacker who shouted anti-Asian slurs. A parolee convicted of killing his mother nearly two decades ago was arrested in that attack.
The U.S. Senate passed legslation last week aimed at fighting the rise in hate crimes against Asian Americans and Pacific Islanders. The measure would expedite the review of hate crimes at the Justice Department and provide support for local law enforcement in response to thousands of reported violent incidents in the past year.
Gov. Andrew Cuomo said Sunday he would direct the state hate crimes task force to offer assistance in investigating Friday's attack in East Harlem.
“I’m sickened to learn of yet another bigoted act of violence against an Asian American man,” the governor said in a statement. “This is not who we are as New Yorkers, and we will not let these cowardly acts of hate against members of our New York family intimidate us."
Police did not release the victim's name, but multiple news outlets identified him as Yao Pan Ma, a former restaurant worker who lost his job because of the pandemic and was collecting cans to make ends meet.
The victim’s wife, Baozhen Chen, 57, pleaded for police to find her husband’s attacker in an interview with the New York Post.
"Please capture him as soon as possible and make him pay,” Chen said in Mandarin through a translator.

The cases, which both occurred on Saturday, are now under investigation by the New York Police Department's Hate Crime Task Force, according to the New York Post. The first incident took place at 62-01 99th Street in Flushing and involved a 15-year-old male victim sitting in the area. Around 3 p.m., a group of five teenagers allegedly approached the victim. Police said one of them asked, "What the f*** you looking at, Ching Chong?" The victim got up and asked the group to leave, but they allegedly started punching him in the head instead. The victim reportedly sustained injuries and was taken to Booth Memorial Hospital. Three of his assailants -- aged 18, 15 and 14 -- were arrested and charged with misdemeanor assault and harassment. The second incident took place at Myrtle Avenue and Broadway subway station in Bedford–Stuyvesant around 3:25 p.m. The victim, a 52-year-old Chinese woman, was pushed by a female stranger into the tracks twice, police said. The attacker allegedly made statements during the incident, but the victim -- who speaks limited English -- was unsure what they were. A bystander prevented the victim from falling into the tracks, according to police. Both attacks occurred as hundreds of New Yorkers gathered in a "Rise Against Hate" rally and march in Flushing. Queens Borough President Donovan Richards, Rep. Grace Meng, Sen. Chuck Schumer and Mayor Bill de Blasio were present in the event. "We as an Asian American community can not only come out with the racism is aimed at us. We have to come out when any other community is hurt," Meng said at the event, according to NBC New York. The rally culminated in a chant of "Stop Asian Hate." The incident, which was caught on video, occurred during an Amateur Athletic Union (AAU) tournament game at indoor basketball center Soldiertown on Saturday, according to KPIX 5. In the video, the teenager, identified only as Evan, is seen being pushed by a player from the San Francisco Generals, the opposing team. Evan manages to get up but is then pushed again by a second player from the opposing team. After a verbal exchange, Evan's opponent eventually punches him in the head. Evan's parents quickly sprung into action. “Not one single parent stood up to go protect my son, I ran across the gym to get him,” Lennie, his mother, told KPIX 5. She added that prior to the punch, players from the San Francisco Generals repeatedly called Evan and his teammates the "C-word." The incident took place in the 400 block of 8th St. at around 4 p.m. on Thursday, April 29, KPIX 5 reported. Carl Chan, president of Oakland's Chinatown Chamber of Commerce, was in Oakland running some errands. He also planned on visiting Hua Zhen Lin, a 68-year-old who was assaulted on an AC Transit bus last Monday. Chan, however, was attacked in broad daylight before he could pay a visit to Lin. While Chan was walking, his attacker allegedly yelled a racial slur at him before hitting him on the head. “I was making a turn and then the attack came so sudden. It was a cowardly attack, from behind,” Chan told KPIX 5. “He did not rob me so it was basically, is just an assault, and attack.” Chan fell to the ground and suffered bruises and a scraped knee. Despite blacking out for a moment, he managed to take photos of his male assailant, which led to an arrest by Oakland police shortly after. Parolee James Lee Ramsey, 25, was booked on felony battery charges. Ramsey already had convictions for criminal threats and brandishing a weapon, and his parole has been revoked multiple times, according to KTVU. On Friday, Chan stood among other community leaders in a rally against SB82, a bill proposed by East Bay Sen. Nancy Skinner that classifies robberies without deadly weapons or serious bodily harm as misdemeanors or petty thefts instead of felonies, according to CBS 13. A Skinner spokesperson told ABC7 News anchor Dion Lim that the bill is headed for a hearing on May 20. The senator was reportedly “deeply troubled” to hear about Chan’s attack and is “committed to working with API leaders to end these attacks and to address the lies and propaganda that have fed racism and intolerance.” Whether the attack against Chan was motivated by anti-Asian hate is yet to be determined, Oakland Police Capt.
