It seems that she upset the GOP by not returning military salutes rendered by soldiers.
Maybe if those chickenhawks had ever bothered to don the uniform they might have learned some basic protocol:
The soldiers render the salute as a courtesy to her position in the government, not out of any military protocol and because Harris is not within the chain of command, she is not obliged to return the courtesy. Even POTUS isn't required to return the salute. That little bit of theatricality was started by Reagan... the actor.
In fact, when in civilian attire, even soldiers don't render a hand salute... not to their commanding officer... not to the JCS... not even to the flag.

There's also a myth suggesting that military personnel are required to render a salute to a person wearing the Medal of Honor. This is untrue. The salute is rendered as a courtesy - saluting the medal. The person being saluted is under no obligation to return the salute unless they would have otherwise been required to salute first. If the MOH wearer is in civilian attire but wearing the approved version of the medal, salutes will be rendered by military personnel in military attire and no responding salute is required by the wearer.
Also, protocols for saluting may differ by branch of service. For example, US naval personnel personnel never salute when uncovered whereas Army personnel do. If a Navy captain and an Army colonel enter the office of a general or admiral, the uncovered colonel will render a salute, the uncovered captain will simply come to attention. If they are in the office of a general, the general will return the salute. An admiral will simply nod in recognition.
Anyway... Harris has done nothing wrong. In fact, she's doing it right.
