Their so-called scoop? The rapper apparently smoked cannabis right before he got onstage for the Super Bowl halftime show.

WASHINGTON — Dennis Hope has spent 27 years in solitary confinement in a Texas prison, in a cell that is 9 feet long and 6 feet wide — smaller than a compact parking space.

“It’s three steps to the door and then turn around and three steps back,” Mr. Hope, 53, wrote in a recent letter to his lawyers.

His only human contact is with the guards who strip-search and handcuff him before taking him to another enclosure to exercise, alone. He has had one personal phone call since 1994, when his mother died in 2013. He suffers from depression and paranoia and fears he is going insane.

Last month, Mr. Hope asked the Supreme Court to consider whether such prolonged isolation can violate the Eighth Amendment, which bars cruel and unusual punishments.

Prison officials in Texas do not seem concerned about Mr. Hope’s lawsuit. Last week, they told the Supreme Court that they waived their right to respond to his petition seeking review in his case, Hope v. Harris, No. 21-1065.

In their appeals court brief, the officials wrote that “Hope has no plausible Eighth Amendment claim.”

“While the conditions of Hope’s confinement may be unpleasant and possibly harsh,” the brief said, “he failed to show the conditions are objectively so serious as to deprive him of the minimal civilized measure of life’s necessities.”

Texas is a leader in the use of prolonged solitary confinement. More than 500 prisoners there have served more than 10 years in almost total isolation, and 138 have served more than 20.

Across the nation, according to a 2020 study from the Correctional Leaders Association and the Arthur Liman Center for Public Interest Law at Yale Law School, about 7,000 prisoners have spent at least a year in solitary confinement and about 1,500 have been isolated for more than six years.

But it is quite rare for prisoners to spend decades in isolation.

“We’ve only identified 12 prisoners outside of Texas who have spent more than 20 years in solitary confinement and who aren’t on death row,” said Easha Anand, one of the lawyers from the Roderick & Solange MacArthur Justice Center representing Mr. Hope. She acknowledged, however, that complete data are hard to come by.

Mr. Hope was sentenced to 80 years in 1990 for a series of armed robberies and landed in solitary after he escaped from prison in 1994. He eluded capture for about two months, during which he stole a car at knife point from an 83-year-old man and robbed four grocery stores.

In 2005, after 11 years in solitary confinement, a committee of prison security personnel concluded that Mr. Hope was no longer an “escape risk,” according to court papers. But prison authorities have kept him isolated.

Mr. Hope sued, losing in the lower courts. A divided three-judge panel of the U.S. Court of Appeals for the Fifth Circuit, in New Orleans, ruled that “the sheer length of his confinement” does not, by itself, violate the Eighth Amendment.

In dissent, Judge Catharina Haynes wrote that she would have allowed his challenge to move forward given “the extreme length of Hope’s solitary confinement” and evidence that he had experienced “anxiety, depression, visual and auditory hallucinations,” and had “thoughts of suicide.”

Some members of the Supreme Court have been fiercely critical of solitary confinement.

“It drives men mad,” Justice Anthony M. Kennedy said in 2015 at Harvard Law School.

He elaborated in a 2015 concurring opinion. “Years on end of near total isolation exact a terrible price,” he wrote, noting that “common side effects of solitary confinement include anxiety, panic, withdrawal, hallucinations, self-mutilation, and suicidal thoughts and behaviors.”

That same year, Justice Stephen G. Breyer noted in a dissent that “the United Nations special rapporteur on torture has called for a global ban on solitary confinement longer than 15 days.”

But Justice Kennedy retired in 2018, and Justice Breyer last month announced his own plan to step down.

Shouldn't that be for specific periods of time?

Study adds to evidence that high strength cannabis is associated with an increased risk of becoming dependent

New data presented at this year's International Early Psychosis Association (IEPA) meeting in Milan, Italy (20-22 October) adds to accumulating evidence that high-potency cannabis in associated with an increased risk of users becoming dependent on cannabis. The analysis is by Dr Tom Freeman at University College London, UK.

Estimates suggest around 182 million people worldwide use cannabis each year, a number that could rise as legalisation of recreational use and/or medical use increases. Roughly 9% of people who try cannabis will become dependent on it at some point in their lifetime. People who are dependent on cannabis are often unable to cut down or quit, despite experiencing persistent negative effects from the drug.

Some people are more vulnerable to the harmful effects of cannabis than others. A number of factors may increase the risks of becoming dependent, such as being younger, male, and mixing tobacco with cannabis. Another possible factor is cannabis potency. The cannabis plant produces over 100 unique chemicals, and the two most abundant of these (delta-9-tetrahydrocannabinol or 'THC', and cannabidiol or 'CBD') can cause opposite effects on the brain and behaviour. In the last decade, the illicit cannabis market has become dominated by high-potency cannabis, which contains high THC and no CBD. This may explain why the number of people receiving professional treatment for cannabis problems has continued to rise.

Dr Freeman presents new data from a sample of over 400 young cannabis users in the UK. The sample were aged 16-23 years and 70% were male. 43% of those who preferred high-potency cannabis were dependent compared to 22% of those who did not. High-potency cannabis was associated with a two-fold greater risk of dependence (odds ratio 2.2) after adjusting for several confounders including age, gender, cannabis and tobacco use, biological markers of cannabis exposure (THC metabolites in urine, and THC and CBD in hair), and THC and CBD content in cannabis.

Dr Freeman concludes: "The illicit cannabis market is dominated by high-potency cannabis containing high THC and no CBD. Our findings suggest that people who prefer this type cannabis are around twice as likely to show problematic use."

He adds: "The best way for people to reduce risk is to quit or cut down their use. If this is not possible, they should be encouraged to switch to low-potency cannabis."

Further evidence found for causal links between cannabis and schizophrenia

People who have a greater risk of developing schizophrenia are more likely to try cannabis, according to new research, which also found a causal link between trying the drug and an increased risk of the condition.

The study from the University of Bristol comes on the back of public health warnings issued earlier this year by scientists who voiced concerns about the increased risk of psychosis for vulnerable people who use the drug. Those warnings followed evidence to suggest an increased use of particularly high potency strains of cannabis among young people. However, experts cautioned that the risks should not be overstated given the need for greater research into links between mental health and illicit drugs.

This latest study from Bristol's School of Experimental Psychology sheds fresh light on the issue, while still cautioning that the results ought to be considered in the wider context of other contributing factors of mental health.

While some evidence was found to support hypotheses that cannabis use is a contributory factor in increasing the risk of schizophrenia, the researchers were surprised to find stronger evidence that the opposite was also likely. This adds weight to the idea that the drug may be used as a form of self-medication.

"The evidence suggested that schizophrenia risk predicts the likelihood of trying cannabis," said Dr Suzi Gage, Research Associate with the MRC Integrative Epidemiology Unit. "However, the relationship could operate in both directions. Our results don't really allow us to accurately predict the size of the effect - they're more about providing evidence that the relationship is actually causal, rather than the result of confounding or common risk factors."

The study used Mendelian Randomization (MR) techniques to examine publicly available data from genome-wide association studies. MR is a form of instrumental variable analysis, using genetic variants that predict either cannabis use risk, or risk of developing schizophrenia.

MR was used as an alternative to traditional observational epidemiology in an attempt to account for other variants that may affect the association, given that people who choose to use cannabis are likely to be different from those who don't in lots of other ways.

Dr Gage added: "Our results use a novel method to attempt to untangle the association between cannabis and schizophrenia. While we find stronger evidence that schizophrenia risk predicts cannabis use, rather than the other way round, it doesn't rule out a causal risk of cannabis use on schizophrenia. What will be interesting is digging deeper in to the potential sub-populations of cannabis users who may be at greater risk, and getting a better handle on the impact of heavy cannabis use.

"In this study we could only look at cannabis initiation. What would really help progress this research is to use genetic variants that predict heaviness of cannabis use, as it seems that heavy cannabis use is most strongly associated with risk of schizophrenia. Once genetic variants are identified that predict heaviness of cannabis use we'll be able to do this."

Meaning schizophrenics like pot.
It's something that appears in the teen years which is also when teens often experiment with pot. 

So the idea is less it causes schizophrenia, but that schizophrenics are drawn to it before they are diagnosed as such which means.it.would.likely pay to test pot users for schizophrenia. 

Other studies indicate there is a component in pot.that helps schizophrenics,  but another component exacerbates the problems meaning it's something Big Pharma is going to have to strip apart to sell just the beneficial side unless someone can figure how to grow it.without the negative element.
