It's sorta like that line from Clerks.......... "You hate people!" ........ "And yet, I love gatherings. Ironic, isn't it?"
For as freedom loving/libertarian/anti-Govt as I am........ I also believe that if you harm others, then there should be some form of forced responsibility. Which is ironic, because my entire diatribe is usually against all of the forced responsibility the Govt demands.

No........ and I just had that happen recently.
While I just said "No"........an older woman was already inside the store I was entering complaining about the fella. He was, no doubt, harming that business' atmosphere and ability to attract repeat customers. This is why they used to enforce loitering and panhandling laws.
I do not see that as a reason to call 911 or the police. I can just say 'No'
As jpat has pointed out many, many times........ cops do not choose the focus of their enforcement. That comes from higher ups. Want it changed? Talk to those higher ups, usually politicians. As I've pointed out, less Govt automatically means less laws/regulations. I don't know why that doesn't equate for so many others?

That's an important distinction.
You're not given that right......... yet law enforcement is.
That's why they're armed. And in my opinion that's why citizens should be armed, as well. To be able to protect themselves and others at all times from problem people.
Your suggestions seems to be to remove that right/authority from law enforcement (we won't even mention the 2nd Amendment for everyone else) and let the problem people continue to run amok. I am picking a side in that.

3. He returned because the cop wanted to play hero. The cop said something that he had to know would instigate a confrontation. That is "going off to play hero."
I'm baffled how you can bemoan "agents of the government" having more power than the common citizen in one paragraph then try to defend them for abusing that power in another. Oh that's right. You want everyone to be able to go off and play hero without consequence.
I'll bet you've even sent money to Rittenhouse' defense fund.
4. How to get rid of a bum on the train: Say, "Sorry. I don't carry cash." then let him move on even if he yells and screams at you as he's walking away. If you feel that the person could be a danger to others, call the authorities. That is and has been my suggestion. I never suggested love, hugs, social workers, or the infringement of the 2nd Amendment.
But let's talk about the further stupidity of the wannabe hero: He was in a small crowded space without access to non-lethal weapons other than his hands. All he had was a gun. Even if it hadn't been mentioned in his training, common sense dictates that physical altercation in such a small space is prohibitive and any use of his sidearm could turn out to be deadly to innocent bystanders. With both of those ideas in mind, instigating a confrontation was idiotic.
If he really wanted to play hero, he could have waited until the bum got off the train or for the carriage to empty out a bit at least.
He had plenty of options - options he was trained to look for and see - yet he chose the most dangerous one. It's a shame that he will probably get away with this.

A man has been arrested after slashing an off-duty NYPD transit officer in the back of the head at a Manhattan subway station Tuesday afternoon, police said. The attack occurred just after 12 p.m. at the 14th Street-Union Square N/Q/R stop, according to police. The 29-year-old victim said that the man stabbed him in the back of head with an unknown sharp object. The officer then followed the suspect until on-duty officers arrived and took him into custody. Benjamin Mazyck, 42, was arrested and charged with assault and weapon possession, police said. The Brooklyn resident has 41 prior arrests, and confronted the off-duty officer after saying to him, "What are you looking at?"
Mazyck allegedly stabbed the 29-year-old victim in the back of the head at an NQR line turnstile.

About 5:45 a.m. Tuesday, officers received a call of shots fired from the second-floor residents of a house in the 6200 block of South Morgan Street on the South Side, the report based on preliminary information said. The officers entered the first-floor apartment of the house and found four people all unresponsive with gunshot wounds to the head. They were all in various rooms of the apartment. Three of the surviving victims found at the scene also had gunshot wounds to their heads, the report said. One victim, a 23-year-old man, had a through-and-through gunshot wound to the back, and he self-transported to St. Bernard’s Hospital in critical condition before he was transferred to the University of Chicago Medical Center. Police learned that two males came inside the house and shot all the victims, the report said. Numerous .45-caliber and 9 mm shell casings were found throughout the home, the report said.
