The police are not to blame! People make bad choices. They alone are responsible. It's sad, but bad choices have consequences. My husband was a drug addict, it took 10 years for him to get clean, without ever being accepted into a rehab. My husband had no one to blame but himself, we both knew that.
Blaming the police again, where the fault lies with the victim, and the parents, and the killer....at least take some of the blame...the public ties the hands of the police, and then cries that they didn't do their job...
Parents make the most impact on their children and must raise them. Not the police.

Addiction is really something. It can make you do anything: rob family, lie to everyone, think you'll never die, ect.
There is precious little we can do to help as long as we don't fully understand the chemistry behind it.
