If you wanted clear and transparent equality........why allow for any finagling? When I look at the map of the US, I'm reminded of how often they used rivers and whatnot to layout out the states too..........but we've got satellites now. We've got down to the square inch longitude and latitudes.

When I started with my government job, one of the gals said never volunteer to help another worker in a different job out because that job will be added to your job.

It's why they always spent their budget.
The sheriffs parked their spare cars in our parking area & it just kept getting more & more crowded because if they didn't spend rheir budget every year, the elected officials running our local government entity would cut their budget the next year.

So boxes of paper, new copiers, etc, all to keep budget.

They had budget cuts where we had to eliminate employees. Turns out the 4 operator positions they told us had been eliminated had never been eliminated. They had been using the money for other things & when layoffs came, they only actually had to lay one guy off because they surrendered the 4 positions they had never filled.
